Utilising agency staff can be an effective and flexible way of managing staff shortages. However, it is essential that care homes carefully consider the terms and conditions that they are entering into every time they use an Agency to provide short-term care workers. 

Many Agencies will include clauses that allow them to levy  "transfer fees" or "introduction fees" if a care worker they have previously provided is engaged by a care home directly or via a different agency. These fees can be very high and can cause unexpected financial pressures on care homes.
