RSH has again confirming that it’s approach will be proportionate, but has emphasised that a registered provider (RP) must notify the RSH if:

  1. it can’t deliver a minimum service to tenants, e.g. carry out emergency repairs or meet health and safety requirements, so that a backlog is building up
  2. it can’t maintain safe levels of staffing in accommodation for vulnerable people or those with care/support needs
  3. its tenants are exposed to dangers that can’t be rectified within a reasonable time

As well as this, the RSH has announced:

  • an indefinite pause to IDAs
  • submission of Statistical Data Returns and Local Authority Data Returns to be delayed for 31 October 2020
  • submission of Forecast Financial Returns will also be delayed, likely until the autumn

The RSH will be surveying RPs to establish how repairs and health and safety requirements are being met. They may also ask some RPs to share more financial information.

RSH assures providers that it will apply a proportionate regulatory approach and take full account of the current circumstances but that it expects providers to inform it in a timely manner about material non-compliance with regulatory standards, focussing on the safety of tenants and financial viability.
