Tiffany Cloynes is a Partner and Head of Local Government at Capsticks.

Tiffany has an excellent reputation and substantial experience acting on large scale, complex regeneration and infrastructure projects and is recognised as a leader in her field by clients and the legal press. Underpinning this expertise is extensive knowledge and practical experience of public and administrative law.

Tiffany recently acted for Derbyshire County Council in relation to the South Derbyshire Growth Zone utilising £46.9 million from the Levelling Up Fund (the largest single allocation in the UK). Including a New Garden Village and a new junction on the A50 to open up 30 hectares of employment land involving a further £6m contribution from the Private Sector pursuant to private sector collaboration agreements, S.10 and S.8 Highway Agreements and a public sector collaboration agreement.

Tiffany is a regular speaker, having recently delivered training to the legal team at Doncaster Council on the significance of the incoming Subsidy Control Act 2022, the legal changes which will arise from the introduction of this Act and practical and legal advice for the Council for dealing with subsidy issues.

Tiffany is recognised by Legal 500 as an expert in her field and described as “a regeneration ace”.

Notable projects

  • Acting for Warrington Borough Council in relation to the acquisition and development and operation of solar farms at Hull, York, Cirencester and Doncaster including the drafting and negotiation of all relevant power supply agreements.
  • Acting for Derby City Council in respect of the forward funding and development of a 3500-performance venue, 259 apartments, a public square, Grade A offices, hotel and multipurpose car park at Becketwell, Derby.
  • The redevelopment of the former Agora Centre to comprise 115 new one, two, three and four bed homes, flats and maisonettes, new public realm, car parking, energy system and mix commercial and community units for Milton Keynes Council.
  • Advising Leeds City Council in relation to the redevelopment of Kingsdale Court, a site of eight tower blocks comprising flats in East Leeds to be acquired by private treaty backed by CPO.
  • Advising Greater Manchester Pension Fund in relation to the sale and redevelopment of Chorlton Shopping Centre including forward funding by the Pension Fund. The Site presently comprises 23 retails units, an eight-storey office building and a car park.
