Victoria Holmes

Senior Associate

Victoria is a Senior Associate in Capsticks’ Dispute Resolution department. Victoria advises healthcare clients on a broad range of contract disputes and performance management issues.

Prior to joining Capsticks in 2010, Victoria worked in the litigation department of a national firm providing advice to commercial and public sector clients, including local government authorities, public sector ombudsmen and NHS Trusts, and developed a specialism in public law disputes and judicial review.

Victoria currently advises NHS England in disputes with primary care contractors – GPs, dentists, ophthalmic practitioners and pharmacists - arising under the terms of their contracts or surrounding inclusion in the NHS Performers Lists.  Victoria has also increasingly focussed on pharmaceutical services regulation and procurement and advises on market entry decisions, performance management of pharmacists under the Terms of Service and related appeal proceedings and judicial review.

Victoria has extensive experience representing clients in proceedings in the High Court and Court of Appeal, and in appeals before the Family Health Service Appeals Unit (FHSAU) and the First Tier Tribunal.
